Otero County Personnel Policy Ordinance No. 17-07
Adopted 19 October 2017

Otero County Drug Free Work Place Policy

Summary

Otero County is concerned with the well-being of its employees, the successful accomplishment of its missions, and the need to maintain employee productivity. The intent of this policy is to offer a helping hand to those who need it, while sending a clear message that any illegal drug use, or alcohol abuse, is simply incompatible with Otero County's service.

The Otero County work place policy shall include the following types of drug/alcohol testing: (1) Applicant/Pre-employment testing (drug only); (2) Random testing, for safety sensitive positions, including but not limited to law enforcement personnel and DOT licensees; (3) Reasonable suspicion testing; (4) Accident or unsafe practice testing; (5) Voluntary testing and (6) Testing as part of or as a follow-up to counseling or rehabilitation.

Further, Otero County has established a Department of Transportation Drug and Alcohol Policy. Both policies in their entirety are available in the new hire (employee) handbook and by request.

Equal Opportunity Employment

Otero County provides equal employment opportunities (EEO) to all employees and applicants for employment without regard to race, color, religion, gender, national origin, age, disability, marital status, or status as a covered veteran in accordance with applicable federal, state and local laws. Otero County complies with applicable state and local laws governing non-discrimination in employment in every location which the company has facilities. This policy applies to all terms and conditions of employment, including, but not limited to, hiring, placement, promotion, termination, layoff, recall, and transfer, leaves of absence, compensation and training.
